You must be 18 with a valid Photo ID get a tattoo in the State of Georgia. This is state law and Neither parents nor guardians can give consent. Under 18 only a licensed physician can give a prescription for a tattoo to be done. Even under those circumstances it can be hard to find a tattoo artist willing to perform the service.
